If an individual has a photo display which features copyrighted photos they can in fact get in trouble.  Once a person creates copyrighted photos, they are then the only individuals authorized to display the images. If another individual wishes to photo display copyrighted photos, they must get authorization from the creator of the images. 
Generally, to have access to copyrighted photos an individual must pay a fee. This fee is used to help the creator of the photos pay for the copyrighting fee and license. If an individual wishes to have a photo display they can only use non-copyrighted photos. Non-copyrighted photos can be found on numerous websites and will also generally require a fee to use.
